Less Than or Equal Operator (UAPubSubLocators)

Determines whether one object should be considered less than or equal to the second object for ordering purposes.

The value of this parameter can be null (Nothing in Visual Basic).
right: Second object to be compared.
The value of this parameter can be null (Nothing in Visual Basic).

True if the first value is less than or equal to the second value; false otherwise.
